October 29, 2025Darfur Governor Minni Arko Minawi has accused foreign intelligence services of helping the Rapid Support Forces (RSF) capture El Fasher, alleging that external actors disrupted his troops’ communications. He also admitted that his own command made “serious strategic errors.”
In a televised speech following the city’s fall on Saturday, Minawi said El Fasher’s capture was not merely a military defeat but the outcome of a “coordinated operation” involving “hostile states” that supplied the RSF with financial, logistical, and intelligence backing.
“El Fasher would not have been lost without the interference of regional intelligence agencies, which deliberately cut all modern satellite communications,” Minawi said, explaining that this severed the connection between his field units and command headquarters.
Reports from the city indicate widespread killings, looting, and destruction, which researchers at Yale University warned could amount to crimes against humanity and possibly genocide.
Minawi accepted responsibility for “serious mistakes and leadership failures” by both the state authorities and the Joint Force command, but insisted that the imbalance on the battlefield was caused by “a foreign state financing and directing this war.”
He described the RSF as a “fragile force” dependent on two key external factors: “mercenaries from neighboring countries and beyond, and drone operations guided from abroad supported by signal-jamming technology.”
The Darfur governor cautioned that the RSF’s next move would be to provoke internal divisions within the Sudanese Armed Forces (SAF) and their allied units — a tactic aimed at fracturing the alliance resisting them.
Minawi also condemned the international community for its inaction.
“Your disgraceful silence will be remembered in history as evidence of a time when humanity was abandoned,” he said, accusing global powers of keeping quiet out of fear of the “financiers who have turned money into fuel for genocide.” He concluded by declaring that “anyone funding the RSF is a criminal.”
