October 28, 2025Somalia and Rwanda have signed a General Cooperation Agreement (GCA) aimed at boosting bilateral relations and expanding collaboration across multiple sectors, including diplomacy, trade, investment, and capacity building.
The agreement was signed on Monday in Kigali by Somali Minister of Foreign Affairs and International Cooperation, Abdisalam Abdi Ali, and his Rwandan counterpart, Ambassador Olivier Jean Patrick Nduhungirehe, the Minister of Foreign Affairs and International Cooperation of Rwanda.
According to both ministries, the agreement marks a new chapter in Somalia–Rwanda relations, focusing on mutual growth, regional stability, and sustainable development. Officials emphasized that this cooperation will strengthen diplomatic ties and open new opportunities for economic and institutional partnerships.
Minister Abdisalam arrived in Kigali on Saturday evening for a two-day official visit. During the visit, the two sides held discussions on expanding cooperation frameworks, fostering mutual development, and advancing regional peace and prosperity.
As part of his visit, Minister Abdisalam also paid tribute at the Kigali Genocide Memorial on Sunday, October 26, where he toured exhibits documenting the 1994 genocide against the Tutsi. He praised the memorial’s role in preserving history, promoting reconciliation, and fostering national unity.
He underscored the importance of collective memory in strengthening social cohesion and supporting peacebuilding initiatives both in Rwanda and across Africa.
