OPINION: Somalia’s Democracy Delayed: A Test of Western Credibility
May 6, 2025MOGADISHU – President Hassan Sheikh Mohamud officially opened the National Consultative Council (NCC) meeting today in Mogadishu, marking a key milestone in the ongoing national dialogue process. The forum, initiated by the President, aims to foster unity, enhance intergovernmental cooperation, and build consensus around critical national priorities.
The meeting brings together leaders from the Federal Government of Somalia, Federal Member States, the Banadir Regional Administration, and SSC-Khatumo. Importantly, representatives of all major Somali clans under the 4.5 power-sharing formula are present, reflecting the inclusive and legitimate nature of the summit.
Among the central issues under discussion are coordinated efforts in the ongoing national offensive to eliminate international terrorism, strengthening state institutions, and ensuring political stability across Somalia.
Despite their absence, Puntland President Said Abdullahi Deni and Jubaland President Ahmed Madobe were not barred by the Federal Government from attending. According to presidential sources, no political or logistical obstacles were placed in their way. Their failure to participate in such a vital national forum—one that will shape Somalia’s future political and security architecture—is viewed as a deliberate act of political irresponsibility.
President Mohamud emphasized in his opening remarks that “this meeting is not just a political gathering—it is a national necessity for unity, stability, and coordinated governance.” He called on all leaders to rise above narrow interests and focus on the country’s collective future.
Notably, the leaders convened at this summit represent 7 out of the 8 regions that made up the Somali union in 1960, sending a powerful message that #SomaliaUnity takes primacy in today’s political vision. The NCC continues to serve as a central platform for shaping Somalia’s democratic institutions, strengthening national cohesion, and building an inclusive state based on justice and equal representation.
